Module 1: Foundations of Self-Government

Purpose: Establish shared civic ground

  • What self-government means in the American tradition
  • Popular sovereignty: authority resting with the people
  • Delegated power vs. retained authority
  • Why civic literacy matters
  • The Grand Jury as an Institution of Self-Government​​

​Module 2: The Grand Jury in Historical Context


Purpose: Restore original understanding


  • Origins of the grand jury (English and colonial roots)
  • The grand jury at the founding
  • How early Americans understood its civic role
  • Grand juries as community institutions

Module 3: Constitutional Placement and Purpose


Purpose: Ground learning in structure, not opinion


  • The grand jury in the Fifth Amendment
  • Relationship to the people, courts, and government
  • Independence and secrecy (why they mattered)
  •  Protection of both the accused and the community

Module 4: Civic Function vs. Modern Practice


Purpose: Clarify without confrontation


  • How grand juries were intended to function
  • How they are commonly understood today
  • What has changed culturally and educationally
  • Distinguishing education from advocacy

​Module 5: Citizenship, Responsibility, and Restraint

Purpose: Balance authority with humility


  • Civic responsibility alongside civic power
  • The importance of restraint and lawful process
  • Why knowledge must be paired with wisdom
  • Avoiding misuse or misunderstanding​


Module 6: Teaching and Learning Forward


Purpose: Invite continuity, not control


  • How civic knowledge has historically been passed on
  • Guidelines for responsible discussion and education
  • Encouraging local study and reflection
  • Shared stewardship of civic understanding ​​

Module 7: Optional Capstone (Reflection-Based)


Purpose: Encourage integration with action
  • Reflecting on self-government today
  • What informed citizenship looks like
  • Questions for continued study
  • Commitment to learning, not directing outcomes
